Though Teenage Mutant Ninja Turtles 2 is currently filming in both Buffalo and New York City, the sequel almost set up shop in another New York locale: Syracuse. According to producer Brad Fuller, the film seriously considered filming in the town just east of Buffalo while scouting Upstate New York location. But according to Fuller, TMNT2’s production ultimately chose Buffalo for the city’s Kensington Expressway, which provided the right environment for a particular scene. There are high walls on the side of the highway and that is great for the story and it looks really cool,” Fuller told Syracuse.com.
